Continual Improvement of Occupational Health and Safety Management System in China

Occupational Health and Safety Management System (OHSMS) is an important part in modern organizations that reflects the safety management level and ability to achieve sustainable development. Many organizations in China, particularly those set up their OHSMS based on the OHSAS18001 Health and Safety Standard or the China code GB/T28001 Occupational Health and Safety Management Systems – Specification, are searching for a unique continual improvement policy of OHSMS for their own. In recent years, much efforts have been paid by organizations in China to improve their management systems. OHS performance has been upgraded in various aspects, such as enhancing the responsibility of the safety production unit, eliminating hidden hazards, standardizing safey criteria, and establishing a safety culture. OHSMS based on intrinsic safety is a focal point for the organization to reduce risks and number of incidents, and to safeguard the safety and health of people. It is the key to achieve reasonable resources allocation, reduce management cost, and improve the productivity of an organization. The operation mode of continual improvement for OHSMS is Plan-Do-Check-Action. In operating the OHSMS, a management control procedure based on intrinsic safety should be set up in the four main aspects on design, technology, equipment and product.
