Despite major efforts by government authorities, industry, car manufacturers and the French electricity utility, the electric vehicle (EV) market has yet to make a significant breakthrough. Results are still far from stated objectives: 3,500 vehicles were in operation at December 31, 1998, compared with a target of 100,000 for yearend 1999.
