The Port of Hamburg is both a global port and an urban port. It is situated in the middle of a big city with around 1.7 million inhabitants. Hamburg itself is at the heart of a metropolitan region of some 3.3 million inhabitants that extends well beyond the City-State's boundaries. The Free and Hanseatic City of Hamburg is one of Germany's Federal States (Laender) with constitutionally determined boundaries. The City-State covers a small area of land compared with territorial states such as Bavaria or Hesse and, as in all areas of high population density, there is intensive competition for the use of land. Consequently, land is a particularly scarce resource in Hamburg. The Port occupies around 11.5% of Hamburg's state territory and forms the basis for the entire maritime logistics sector of the City-State's economy.
