New Jersey Natural Gas Company is in a process of remediating their Former Manufactured Gas Plant (MGP) Site in Atlantic Highlands in New Jersey. For remedial action purposes, eight areas have been identified as the Areas of Concern (AOC-1 through AOC-8). Institute of Gas Technology (IGT) has been retained to address remediation of three of these areas that include the Former MGP Plant Area (AOC-1) within the Site property boundaries, the Former Municipal Landfill Area (AOC-2), and an Electrical Substation (AOC-7). IGT has proposed to implement the ICOB process for in situ remediation of the contaminated subsurface soils. The ICOB Process combines two powerful and complimentary remedial techniques: Chemical Oxidative Treatment, and Biological Treatment. Specific advantages of the ICOB process include: 1. Aggressive in treating the residual soil contamination 2. Effective in destroying the hard-to-degrade 4, 5, and 6-ring PAHs 3. Destroys PAHs in less time as compared to the time for implementation of solely biological treatment 4. Degrades soluble contaminants and trace intermediates generated during chemical oxidation A three-phase evaluation/implementation plan is designed as follows: 1. Phase I: Pre-Design Testing (1) Part 1 - ICOB Treatment Validation (2) Part 2 - Installation of Test Wells & Field Testing 2. Phase II: Pilot Demonstration 3. Phase III: Full-Scale Deployment & Cleanup Phase I, Part 1-ICOB Treatment Optimization study findings are included. Projected time periods for the above three Phases are approximately 3-4 months, 6-9 months, and 1-3 years, respectively.
