This paper describes the progress of a research and development project conducted by the Electric Power Research Institute (ERRI), the Tennessee Valley Authority (TVA), Dranetz-BMI and Electrotek. The project involves developing and deploying a substation power monitoring instrument and data management system that utilizes advanced characterization and communication technologies in the substation instrumentation itself.
