This paper describes three aspects of our ITS research and developm,ent project currently uneerway for the Air Force.The purpose of our poroject is to devleop both a genreal ITS authoring tool kand a specific ITS to train AWACS Weapons Directors.Our approach is innovative in three ways.First,instrucution,assessment and remediation all occur primarily in the ocntext of a simulated scentrio,or case,with the student performing actions (primarily cognitive) in as close to an operaitonal environemtn as poossible..The second innovation is the use of the Internet to provide distributed tutoring through a "loose ocnfederation" of ITSs.The third innovation is the devleopment of an authoring tool.fro the by non-programmers,to enter both the domian and pedagogicla knowledge,requried for the ITS,which is then used to automatically creaste the cooresponding ITS.THis provides an ITS authooring capability.
