Telecom and Defense Systems: Exploring Differences in the Practice of Systems Engineering

Much of the work in developing process, methods, and tools for systems engineering (SE) has been performed in, or on behalf of, the defense and aerospace business domains. It is shown in this paper that there are significant differences in how systems are developed in these traditional domains of SE versus the telecommunications industry. Because of this, there will be difficulty in implementing "standard" SE process, method, and tools in other domains than defense and aerospace. In order to successfully "transition" good SE practices to other domains, it is essential that the differences in implementation be understood and accounted for.
