A Worldband/Swiss financed study-series assists various EIT (countries with an economy in transition) and Non-annex 1 countries in developing their national strategies for climate change, in particular the participation in programs using the three flexible instruments foreseen by the Kyoto Protocol (KP): JI (Art.6), CDM (Art.12) and ET (Art.17). National expert teams cooperated with international advisory experts, supervised by a steering Committee. This paper discusses key problems expected on the long road from the KP (1997) to compliance with the KP commitments in the period 2008-2012.
