This paper presents a synthetic simulation environment named RSSE that is composed of DIS subsystems and HLA subsystems. Its architecture and key techniques are introduced. Specially we give a detail description of some optimization methods used in the realization of RSSE-RTI and supporting software used in the construction of a HLA federation, these methods and supporting software produce some good results in RSSE project. Authors also give a comparison of DIS and HLA technology and point out that much more concerns should be put on concurrent distributed interactive simulation engineering and its supporting environment in the future.
