Vessel Traffic Services (VTS) and Vessel Traffic Management and Information Services (VTMIS) in inland waterways currently operate on a local basis. Harmonising the information services at a European level could improve the effectivity of those services; the concept of River Information Services (RIS) may be considered as a solution. The main objectives of the RIS are: (1) To enhance the safety of inland navigation in a preventive sense by the provision of information relevant for immediate navigation decisions; (2) To improve the efficiency of transport and logistics by the exchange of planning-information on terminal-, port- and lock-operations and management-information on traffic flow; The RIS consists of three main elements: The Tactical Traffic Image: Information that affects the user's (skippers, VTS operator, operator of a calamity centre etc.) immediate decision in a restricted navigation area The Strategic Traffic "Image": Traffic and transport information that affects user's (skippers, lock operators, terminal managers etc.) medium and long term decisions The Fairway Information System: General (nautical) information on the state and use of the fairways, ports etc. Standardisation phase Implementing a River Information Service on a European scale is possible under the condition of harmonisation of information and communication. The first phase of the INDRIS project will deal with the definition of the River Information Services at an European level and with standardisation with the objective to realise: (1) An open standard for data exchange for River Information Services; (2) An open standard for communication for River Information Services; (3) Guidelines for implementation of a RIS. Standards defined in the maritime transport sector like ECDIS and AIS will be implemented in the RIS as far are possible as standards for presentation and exchange of information. Demonstrators The second phase of the INDRIS project will have to prove under operational circumstances: (1) the benefits of the RIS-concept for transport sector, authorities and skippers in different regions on the European waterways on different levels of information need; (2) the importance and usefulness of the open standard. INDRIS planned four demonstrators: (1) Rhine-Scheldt demonstrator; (2) Danube demonstrator; (3) Seine demonstrator; (4) Flemish demonstrator.
