The presentation, which comes from the perspective of a Regulatory Authority, is about security measures for the railway tunnel known as the Channel Tunnel. The threat to Britain's transport services comes from a wide variety of sources which are always subject to change, and while the obvious threat is explosives, it would be complacent to rule out the threat of guns and knives for hostage taking or other terrorist activity. A prestigious cross-frontier system like the Channel Tunnel is bound to remain a potential target. TRANSEC which has the ultimate responsibility for the security of all British transportation including aviation, maritime and rail as well as the Channel Tunnel. Formed after the Lockerbie tragedy the Division decides security policy and then monitors and enforces security procedures and measures reporting to Parliament via the Secretary of State.
