The subjective performance of video coders may be improved by choosing coding parameters based on human visual perception. A perception-basd controler attempts to limit the distortion to the types that are imperceptible. In this way, significant compression may be achieved without introducing visible artifacts. In this paper, we developa a perceptual rate controler with novel features such as perception-based difference filter and an improved methd for predicting the number of encoded bits. Results are presented that show the improvedsubjective performance of the PRC. For certain sequences, the frame rate is doubled while the subjective pictire quality remains almost the same. Finally, the PRC is combined with a previulsy developed region-of-interest coder to demonstrate that th two emtods are complementary. the results of the combined coder are superior to either method operating alone.
