Societal reactions after the Hanshin-Awaji earthquake disaster of January 17, 1995 was reviewed from emergency management point of view. Based on the lessons we learned as to the post-disaster opganizational reactions, we introduced a decision-making model for post-disaster crisis management, which consisted of emergency responses, relief activities, restoration activities, and logistics.
