Characteristic-based-split (CBS) algorithm, part I the theory and general discussion

In the past four years, the authors have published a series of papers concerning the basis and applications of the universal algorithm but we have given it no specific name [1-6]. From now on we shall refer to it as the CBS, characteristic based split algorithm. This paper presents the summary of the theory of the algorithm as well as the various applications previously published. It also contains some extensions which have not yet appeared in print.
