Design, Start-up, and Initial Operation of the Zero Discharge System at Indiantown Generating Plant

The Indiantown Generating Plant is a zero liquid discharge facility using agricultural runoff as the primary source of water. Due to water shortages during periodic droughts, the plant is also designed to use groundwater as a backup water source. Problems were encountered during initial start-up in 1995 while attempting to reliably remove organics/color from the surface water source. Several changes have been implemented since initial start-up to improve performance, reliability, and ease of operation. This paper presents background about plant design, discusses obstacles that were encountered during plant commissioning, and describes changes that have been implemented to date.
