This paper aims to incorporate systems thinking into the understanding of some of the soft complex issues that emerge when organisations try to develop employees' skills and knowledge in an attempt to become more market aligned. Usin systems concepts, it focuses on developing a systemic approach to the management of employee competencies in accordance with the establishe d hierarchical structue and control processes of organisations.
