Reduced cross sections from the photoproduction-DIS transition region to very high four-momentum transfer squared, Q2, have been measured using the complete HERA data set. New preliminary measurements include the neutral current reduced cross sections in the Q~2=0.2 - 12 GeV~2 photoproduction-DIS region. Also included are the neutral current reduced cross sections for inelasticity y >0.7 and Q~2 >10 GeV~2 which are sensitive to FL. H1 and ZEUS have also combined their published cross sections using a novel technique which rigorously takes into account the systematic uncertainties and which allows for a model independent cross-calibration of the two experiments. The resulting gain in precision is better than that expected purely from increased statistics. Such combinations will help provide the most complete picture we have of the proton, invaluable to the LHC project.
