Financing issue has long been a major factor perplexing and restricting the development of highway construction. It is fatally insufficient by totally relying on maintenance fees, passage fees or subsidies from Ministry of Communications. Social benefitial, economic and commercial natures as highway possesses, we have, therefore, attempted many channels for the raising of highway construction funds -- applying loans from the banks, " one plus one " financing, raising idle capitals from the society, issuing construction bonds, issuing highway stocks, introducing loans from international financing organizations and foreign govemments, joint investment, cooperation and transferring of highway operational rights.
