Licencing requirements, as well as reasonable engineering considerations, imply the necessity of analysing spent fuel flasks against impact events. Such analyses must generally be conducted using explicit integration procedures, large three-dimensional meshes and realistic non-linear behaviour of the materials involved; they must also incorporate the appropriate bolt stresses, internal pressures and thermal conditions prior to impact. This procedure implies considerable time and expense and, at some point, carrying it out becomes inevitable.
