The paper presents a practical handprinted Chinese character recognition system, which can recognize 3755 Chinese characters (GB-2312 level 1 characters). The tests on Chinese texts indicate that the correct recognition rate reaches 90% and the average recognition speed is 1.1 CPS (Characters Per Second).
