The decision to move to, or away, from any particular locale is believed to be closely linked to oportunities, as well as an individual or collective assessment of costs and benefits associated with both the origninal and potential new location. The extent to which these decisions mah be influenced by the possible development of a high-level nuclear waste facility at Yucca Mountain, Nevada, is investigated in the two rural counties (Lincoln and Nye) designated as being potentially affected by the proposed repository.
