Soil-cement concrete can be manufactured by mixing soils, cement binders and water. Introducing a new concept of effective water of soil, design strength of soil-cement concrete can be attained more accurately than the other methods. Resulting soil-cement concrete was evaluated in terms of mix proportions, strength and densities. This paper comprises three parts. First, the concept of saturated surface-dry conditions of soil and its evaluation methods were presented. Next, taking into account of the saturated surface-dry moisture content of soil, experiments of mix proportions, strength and densities of soil-cement concrete were carried out with an OPC binder (Series 1). Finally, the same experiments with inorganic admixture such as fly-ash and blast furnace slag partly replacing the cement (Series II) was executed.
