A Framework Linking Information Quality Dimensions and Coordination Challenges during Interagency Crisis Response

Responding to large-scale crises requires coordination within and between multiple relief agencies. Such coordination depends on access to the right information at the right time, along with other information quality dimensions, such as completeness and consistency. Multiple evaluation reports of crisis response conclude that the coordination of agencies was poor due to information that was too late, incomplete or inaccurate. However, the relationship between coordination challenges and information quality dimensions remains ill-understood. The contribution of this paper lies in a conceptual framework that provides insight into the relationship between information quality dimensions and coordination challenges through information management activities. The framework is used to present the findings of a case study of crisis response exercises. Coordination challenges and information quality problems of the case are presented, together with information management activities as a source for improvement of the two.
