A time evolution of the space charge-layer (SCL) has been investigated under photoelectric effect from a target into N$-2$/, He, and air. The influence of an attachment, background plasma (BP), and negative ions on this process was established. At pressure range (10$+$MIN@3$/ - 10) Torr the development of the double-layer instability, which was caused by a BP-electron-gas pressure above the critical value, and ignition of arc photoelectric gas discharge were observed.
