The essential feature of a pay-TV system is to restrict the use of the offered services to paying clients only. Implementing this relatively simple concept requires advanced encryption and scrambling technology. But even with the best technological solutions you do not have a fully fledged pay-TV system. Many logistical and operational complications can stand in the way of making a commercial success out of a pay-TV business. The article describes a number of critical elements in a pay-TV operation from a systems level perspective. Such a system-wide approach, which is contrary to the popular technology driven one, will improve business results, lower operational costs and reduce overall risks.
