This paper presents a review and comparison of the basis for the current seismic design criteria and PVP Code requirements in Japan and the United States. Particular attention is given to the comparison of seismic design philosophy and the Codeevaluation approaches between the two countries.The paper starts with a brief presentation of background materials which lead to the current design requirements. Technical standards which govern the seismic design of nuclear power plant components are presented. Comparisons are made for the so-called two-earthquake concept in design. Although, differences exist in the seismic classification, load combination, and component stress evaluation approaches between the two countries, results from a number of margin-of-safety studies for component designdemonstrated the adequacy of both the ASME Section III Code and the MITI-501 Code.
