INSTITUTION-BUILDING FOR ENERGY PLANNING: A CASE STUDY OF LIBERIA

The experience so far with energy planning in developing countries indicates quite clearly that good analysis does not necessarily lead to significant actions. For important decisions to be made and implemented, the process of analyzing and planning energy strategies must be connected with the process of mobilizing a country's resources. More often than not, unfortunately, this connection is inadequate; as a result, solving energy problems with the aid of valid data and systematic analysis usually requires that institution-building proceed hand-in-hand with energy planning.
