A sub-Tl rate motion video codec has been developed.This codec is based upon new adaptive intra-interframe prediction with motion compensation followed by an efficient variable word-length coding.The new codec can operate at a wide bit rate range (from sub-Tl to 2Mb/s).Subjective evaluation for typical video teleconference scenes shows that the picture quality for the new codec,operating at 0.5Mb/s,is equal to that for an interframe codec without motion compensation operating at 1.5 Mb/s.
