Low bit rate voice (LBRV) is a concept encompassing any technique of digitally encoding voice frequency (VF) signals in less than the traditional 64 kilobits per second (kbps).A worldwide standard means of accomplishing this function has been adopted by the International Telephone and Telegraph Consultative Committee (CCITT).This paper highlights some of the considerations involved in implementing this technology in the North American communications network.We introduce the LBRV concept,appraise its application potential,and provide insight into the technology itself as well as some of its associated problems and their solutions.Ongoing efforts to assure a smooth transition toward deployment of LBRV and to investigate its future potential are mentioned.Principal conclusions are:economic incentives exist for deploying LBRV in certain situations,technical difficulties have been adequately overcome,and operations strategies are still being developed.
