Annex E, a successful US/GE testing and modeling project under the May 1989 MOA on Extended Air Defense

This paper summarizes the goals and accomplishments of Annex E, a cooperative program between Germany (GE) and the United States of America (US). Annex E consisted of a three part testing and model improvement program, addressing hydrodynamic ram (HRAM) for fragments impacting unitary chemical payloads, high explosive initiation (HEI) for fragments impacting high explosive payloads, and rod effects on payloads. In the conduct of Annex E, GE was provided the US developed Parametric Endo/Exoatmospheric Lethality Model (PEELS) and the Post Engagement Ground Effects Model (PEGEM), user's manuals, and workshops. In exchange, GE conducted testing as described above, to improve PEELS in each area. The improved PEELS version(s) were provided to GE. Tests were conducted in all three areas planned. In the HEI area, significant success was attained and this paper will focus on the HEI testing and analysis. Overall, Annex E was a successful cooperative multi-national project.
