Electronic voting system (e-voting) has grown rapidly and potentially replaced the conventional polling system that uses paper. This e-voting system is more desirable because of it is convenient to distribute the supporting tools and the ease of data collection. However, several important factors that must be considered in e-voting are anonymity and verifiability. Both factors will be refined and combined in the proposed system. The voter will always not be seen directly in his / her identity and may also verify the result of his choice at every stage of e-voting. This paper proposes the design of such system based on public key infrastructure and hash function. In addition, this paper will also present key management on the e-voting system. The design of this system is considered for e-voting applications that are done in a dispersed country such as in Indonesia.
