In order to safely operate the autonomous ship at sea, it is necessary to communicate with manned ships for collision avoidance. This research illustrates an efficient procedure for safe message handling in the encountered situations between the autonomous ship and others. In the encountering situations, it is important to exactly exchange navigation intention to target ships through the communication system on basis of self-evaluated collision risk and international regulations for collision avoidance. An efficient procedure for the autonomous ship operations was illustrated. We used the conventional fuzzy inference system to assess collision risk. In case that collision risk exceeds the pre-determined threshold, the navigation intention is transmitted from the autonomous ship to target ships.
