Joint application of overlapped block motion compensation and loopfiltering for low bit-rate video coding

Motion uncertainty and image quantization noise are two importantfactors affecting the performance of block motion compensation in astandard hybrid video coder. This paper models both these effects, andanalyzes their nonstationary property. It proposes a strategy thatjointly applies space-varying overlapped block motion compensation andloop filtering, achieving better rate-distortion performance than eithermethod alone
