A theory is proposed to explain how the electromagnetic waves arecreated from a strong earthquake center in the Earth. From the increaseof strong stress in rock electrons are excited and emitted, and the bulkplasmons and the surface plasmons can be produced. They propagate to theEarth's surface, where the plasmons transfer into electromagnetic waves.Simple order-estimation shows that electromagnetic waves of frequencyrange 10 kHz-100 MHz should be observed. We can see that many otherobservation characters are also interpreted by our plasmon-decay model
