A theory is proposed to explain how the electromagnetic waves are created from a strong earthquake center in the Earth. From the increase of strong stress in rock electrons are excited and emitted, and the bulk plasmons and the surface plasmons can be produced. They propagate to the Earth's surface, where the plasmons transfer into electromagnetic waves. Simple order-estimation shows that electromagnetic waves of frequency range 10 kHz-100 MHz should be observed. We can see that many other observation characters are also interpreted by our plasmon-decay model.
