A theory is proposed to explain how the electromagnetic waves are created form the strong earthquake center in the earth. By the increase of the strong stress int eh rock the electrons are excited and emitted, and the bulk plasmon and the surface plasmon can be produced. They propagate to the earth surface, where the plasmon transfers into the electromagnetic waves. By the simple order-estimation shows that the electromagnetic waves of the frequency range 10kHz-100MHz should be observed. We can see that many other observation cahracters are also imterpreted by our plasmon-decay model.
