The Canadian Industry Program for Energy Conservation(CIPEC) was established in 1975 and is the oldest voluntaryindustry and government energy efficiency partnership in theworld. CIPEC is a sector-level outreach and advocacy programthat promotes the establishment, implementation, tracking andreporting of energy efficiency improvement targets at an aggregateand sub-sector level. The purpose of the present study is tobuild on previous work to: (1) estimate sector energy consumptionby end use for thirteen end uses; (2) develop net measuresavings rates by end use; (3) determine impact of the CIPECprogram impact on energy savings; and (4) determine impactof the CIPEC program impact on carbon dioxide emissions.The study is based on survey data, econometric modeling andengineering analysis. Key findings are as follows. (1) Estimatesof net measure savings rates are based on a pre-post comparisonof energy consumption using a control group. Savings byend use varied from a low of 1.7 % of base consumption forfacility lighting to a high of 5.6 % of base consumption for processand water heating. About two-thirds of energy savings areattributable to electricity end uses while the remaining onethirdof energy savings is due to fuel oil and natural gas. (2)Energy savings were estimated as the product of the use rate,the net savings rate, and the number of participants. Total savingsover five years for CIPEC were some 28,178 TJ. (3) Carbondioxide emission reductions were estimated as the product ofenergy savings by measure and a fuel specific emissions factor.Total emissions reductions for CIPEC were some 2,427 kilotonnesof carbon dioxide equivalent per year.
