A conceptual electromagnetic rocket is described using propulsion-related phenomenon delineated in a companion paper. The propulsor is a particle accelerator that creates an unconfined stabilized plasma for a segmented two stage drive. Plasma absorbs electric energy (microwaves) and takes advantage of relativistic field effects as well as incorporates features that exploit magnetic scalar and vector potentials in Maxwell's equations treating electric and magnetic currents and charges. Relativistic effects acting upon Maxwell's equations and fluid conservation as well as magnetic monopoles and ball lightning are discussed and a quantum mechanic analysis suggests magnetic currents and charges exist. The proposed device somewhat replicates a black-hole singularity. The sublight drive uses electric charges and may exploit a resonance between the field and the fluid. A plasma toroid generates these fields and particles or electron rings leaving the toriod due to instabilities, are accelerated in a magnetic vortex for a hyper-light drive. Electric effects dominate sub-light speeds; magnetic forces dominate and fluid fluxes are almost linearly dependent in the contracted spatial variable at light speeds. A control concept alters drive geometry conpled with a mass expulsion system. These derices, if they exist, have capabilities probably beyond our current understanding.
