The S‐75/S‐76 Stormwater Outlet Replacement Project is an emergency stormwater replacement project inCleveland, Ohio with an approximately $5M construction value. The project required collaboration betweenArcelorMittal Cleveland (ArcelorMittal), an international steel producing company, and the Northeast OhioRegional Sewer District (NEORSD). The project consisted of the replacement of an existing 36‐inch storm sewer(the ‘sewer’) which had failed beneath an existing landfill and was causing flooding on ArcelorMittal property andadjacent businesses. ArcelorMittal was incurring significant pumping costs trying to mitigate the flooding due tothe blockages and they were anxious to correct the failing storm sewer pipe. The existing sewer depth varied from50 to 130 feet below ground where it connected to a box culvert. The projected costs associated with a repairwere significant due to the depth and inaccessibility of the sewer.A full replacement of the sewer line (3,000 LF) was discussed with approximately 400 linear feet of trenchlessinstallation as a replacement option. The regional sewer agency, the NEORSD, has been managing stormwatersince 2015 through their Regional Stormwater Program and it was determined that they should be approached todetermine if there was some synergy between their future projects and the repair of the failed storm sewer.Through discussions with the NEORSD and review of their Combined Sewer Overflow (CSO) Long Term Control Plana common cause was found and a public private partnership was created.
