Methodology for screening of Intelligent Energy Europe programme projects

There have been hundreds of projects implemented throughthe European Union’s Intelligent Energy Europe (IEE) programme.Each project has a definitive completion date andin the two years after its completion detailed information onthe project can be found on the programme website. This articlepresents a quantitative methodology for the evaluationof these projects and the transfer of the project ideas to otherparties, which have not directly been involved in the specificproject. The projects selected apply climate technologies undertheir activities and thus the main quantities indicator is thepotential reduction of CO_2 emissions and cost effectiveness,which is measured as the project’s implementation costs in relationto 1 tonne of CO_2.A screening methodology is used for selection of the potentialIEE projects, which might be possible to transfer tothe specific site. The algorithm of this methodology consistsof 4 modules: IEE projects database module, potential user’sdatabase module, screening module and transfer of knowledgemodule.The research results show that in relation to the transfer ofthe project to interested parties, the reduction in CO_2 emissionsvaries from 133 to 220,700 tonnes CO_2 per project, whereas thecost-efficiency ranges from 2–680 Euro per tonne of CO_2 perthe project once replicated.
