A successful marriage: Linking energy efficiency with social well-being and industrial development – the Basque building refurbishment roadmap case

On 11 July 2012, the Basque Regional Government presented “Bultzatu 2025”, the Roadmap for Sustainable Building in the Basque Country. This Roadmap is part of a regional development strategy that places building renovation and urban regeneration among the key factors for the transformation of the construction sector in the Basque Country. The Basque Roadmap is one “early example” of the national building renovation roadmaps mandated by the recently adopted Energy Efficiency Directive. The horizon up to the year of 2025 allows for combining strategic planning with specific implementing actions in various fields (regulation, financing schemes, training, research & development, etc). The main features of this roadmap are: 1 Its multi-facetted scope (covering environmental and economic aspects, but also social elements such as comfort and high-level living conditions for the ageing population). Energetic improvement of buildings is part of a wider concept which also takes into account issues such as habitability, accessibility, social vulnerability and contribution to fight climate change. 2 A solid grounding on stakeholder consultation over the past years, involving a wide range of regional and local social agents, and on many previous different programmatic frameworks. This Roadmap is the fruit of reflections and strategic planning outlined, among others, in the Basque Social Pact for Housing 2025, the Regional Strategic Plan for Building Renovation and Urban Regeneration 2010– 2013, the Basque Energy Strategy 2020, the Action Plan to Combat Climate Change 2020, the Basque Employment Strategy 2011–2014, the Science, Technology and Innovation Plan 2015, the Regional Strategic Plan home care for chronically ill and the Basque Strategy for active ageing at home. 3 A firm support from various Governmental departments (Presidency, Housing, Civil Engineering, Industry, Innovation, Commerce and Tourism, Environment, Territorial Planning, Employment and Social Affairs, etc.). This paper will outline the main features of this roadmap and assess which lessons could be drawn from its development and its implementation (which is currently on-going), within the framework of the building renovation roadmaps that must be drafted by Member States by April 2014.
