A way to upgrade the quality of electrical and mechanicalengineers in a budget-tight economy is described with reference to theMexican situation regarding graduate and postgraduate studies inelectrical and mechanical engineering. The proposed approach involvesthe concentration of resources for studying electrical and mechanicalengineering. This consists in a regionalization in such a way that thescarce resources, both in infrastructure and student support, can beused in an optimum way
