Smart Governance for One-Stop-Shop Services of Bio-Business Licensing in Indonesia : a Literature Review

摘要

Business licensing management that is not integrated and fulfillment of commitments not in one place causes a long duration to fulfill business permit commitments. Therefore it is necessary to conduct a literature review related to the management of licensing services trying to increase the amount of investment in Indonesia. The purpose of this literature review is to get a picture of the implementation, the things that need to be considered to improve performance, and the steps in recommending business licensing services in Indonesia. The literature review stage includes studies related to the management of bio-business licensing services, studies related to one-stop-shop services or one-stop government, literature studies related to smart cities, specifically smart governance and literature studies on the application of ICT governance in government. From a literature review, it can be concluded that the application of bio-business licensing in Indonesia needs to fully implement the concept of one-stop-government by fulfilling integrated commitments, taking into account adoption factors, process transformation, and skill improvement. Besides paying attention to the objectives of implementing smart governance that is able to adapt to changes such as the increasing use of social media and the digitalization of the government system. And referring to the principles of ICT governance by aligning the objectives of government services with the application of sustainable ICT through monitoring the performance of business licensing service performance.
