IPR: A System to Evaluate the Development Level of Public Cultural Services in Chinese Provinces

Public cultural services refer to the public cultural products and services provided for the society by the government-led public sector. In recent years, the investment in the construction of public cultural services has steadily increased, and the construction of public cultural services in a lot of places has also made significant progress. How to accurately measure the development level of public cultural services has become an urgent problem to be solved. So, according to the principles of feasibility, accuracy, innovation and practicality, we proposed the IPR assessment system of "infrastructure -- mass participation -- people's requirements", and analyzed the differences of public cultural services in 31 provinces in China. The results show that the IPR assessment system can effectively evaluate the development level of public cultural services in Chinese provinces.
