The stable operation of the power communication system is related to the safe and efficient work of the power system. This paper analyzes the logical relationship of multi-level resources in the operation mode of the power system, formulates suitable business models for different power communication services, proposes the construction of a safe and stable network system for power communication, and studies the logical relationship of multi-level resources in the operation mode of power communication. It can provide a powerful guarantee for the management and production of power enterprises.
