Considering the charge and discharge characteristics of electric vehicles (EV), we proposed a research method of EV as the spinning reserve (SR) dispatching. The charge and discharge characteristics of EV are analyzed and simulated. After considering the uncertain factors such as load forecast deviation and wind power forecast deviation, established the objective function of the minimum sum of system power generation cost, backup cost, and EV scheduling cost by the cost-benefit analysis method. Based on the SR provided by the thermal power unit, several scenarios are divided based on the load demand and whether the EV is used as the SR participation dispatch. By comparing and analyzing the calculation results of each unit combination in the example proved the superiority of EV as the SR dispatch.
