Evaluating the quality of disturbing picture is one of important issues in the field of laser and electric picture. The result of evaluating should be matched with human visual sense. The article analyzes the characteristics of laser and electric disturbing picture and the limitations of the common image evaluating methods. Then, basing on the human visual sense, we use the Otsu method for binary separating, and adjust the threshold T, and separate the disturbing picture. We use the different methods to evaluate the picture and get the consequence compared with the human visual sense. We summarize the method for evaluating the laser and electric picture. Then, we design the project. We use the real disturbing picture to verify the performance of the evaluating methods. And we get the consequence that the method based on Otsu separating matches mostly for human visual perception.
