Since grid companies have limited investment capacity and invest in multiple projects, they should pay more attention to investment optimization of multi-project portfolios. Most of previous research were about individual project investment benefit assessments, such as evaluation criteria and assessment methods. This paper proposes a distribution network project optimization decision model that considers demand side matching. Firstly, the evaluation index system is constructed, which is mapped to the characteristic capability of the distribution network. when meeting the power demand and investment ability as constraints, we propose a dynamic weight calculation method with the user demand matching degree and the urgency. Multi-objective optimization function maximizes the investment utility and user's urgency as the objective function. The results show that based on the newly optimization decision model, system operators will obtain a prioritized list of investments that will put money into the most urgent place.
