The purpose of this paper is to address the current state of Navy technical data and to offer a path forward. Currently, the Navy accomplishes product/technical data efforts through a variety of processes, uses different methods, and has a wide range of Automated Information Systems (AIS) using various suites of technology associated with these efforts. In several instances due to dissimilarity of these AIS's, the approach used has the digital meta data converted to paper only, then converted back to an electronic data format. It is widely recognized that efforts associated with digital product/technical data should be inherently a collaborative process where the data exchange methods should be seamless and provide to the customers full availability of authoritative information (meta data) when it is desired. Unfortunately, the current state of the digital meta data in the Maritime Maintenance Enterprise is far from this desired state, where the result is information that fails to support customers in execution of decisions essential to performance of the mission. There have been many pilots and well-intentioned studies directed at improving capabilities for dealing with digital product/technical data with little to no effect. The scope of this problem is significant, and if digital product/technical data is considered only as part of an AIS upgrade, the authors are concerned that the status quo will continue. However, if digital product/technical data needed by the Navy were to be framed with consistent contract language each time a product/platform is acquired, then the delivery of digital product/technical data needed by the Navy would be consistent from program to program to support lifecycle management requirements. This paper will propose the three fundamental elements that can assist in the solution set to solve this issue.
