A new belief-rule-base model with attribute reliability (BRB-r model) is proposed for the multiple attribute decision making (MADM) problem in this paper. The proposed BRB-r model provides a framework for decision makers to describe preference. The introduction of the attribute reliability enables the traditional BRB model to deal with the systematic uncertainty existing in both quantitative and qualitative attributes. Besides, the unreasonable situation about belief rule activation for the BRB-r model is discussed, and a new belief rule activation method is proposed to solve it. The feasibility of the BRB-r model with new belief rule activation method is demonstrated using a MADM case about combat capability generation schemes for fighters. The schemes ranking given by the BRB model and the BRB-r model with different belief rule activation method shows the influence of attribute reliability in the MADM problems.
